CORE Food Framework Cymru (Collaborative Open Resource & Engagement)

Caerphilly County Borough Council · Local authority

In brief

Caerphilly County Borough Council has announced plans to buy food and drink work. This is an early notice: there is nothing to bid on yet, but it tells you a tender may follow.

It is a framework worth up to £500,000,000 excluding VAT: the most the buyer expects to spend across all suppliers, not one contract.

The contract runs for 4 years, up to 8 years with extensions, starting 1 April 2028.

The buyer says it is suitable for small and medium-sized businesses.

Can I win this?

Competition

Typical: a median of 4 bids per contract for this buyer (from 27 awards in the last 12 months).

Framework

Winning puts you on a list of suppliers the buyer can call on; it does not guarantee work. The £500,000,000 is the most the buyer expects to spend across all suppliers over the framework's life, not one contract.

Caerphilly County Borough Council, acting on behalf of the Welsh Collaborative Food Group, intends to establish a multi-supplier open framework agreement for the provision of food, beverages and associated products to public sector bodies throughout Wales. The framework is being developed to provide a compliant and flexible route to market for a wide range of participating organisations, including local authorities, schools, education establishments, social care settings and other eligible public sector bodies. The proposed framework will be structured using a combination of geographical areas and product categories to support participation from national, regional and local suppliers, including SMEs. The intention is to create a competitive marketplace that supports resilient supply chains, increased supplier choice, simplified procurement processes and opportunities for Welsh businesses. The framework is expected to cover a broad range of food and associated products, including ambient goods, chilled products, frozen foods, fruit and vegetables, meat products, dairy products, bakery goods, beverages, snacks, vending products and non-food catering related items. Suppliers appointed to the framework will be required to demonstrate compliance with food safety legislation and maintain appropriate standards relating to food hygiene, traceability, allergen management, sustainability, ethical sourcing and supply chain resilience. The framework is anticipated to operate as an open framework in accordance with the Procurement Act 2023, providing opportunities for suppliers to apply for admission during subsequent opening rounds.
