This Lot is for the supply of trade and retail paint products and associated decorating materials through a network of decorator centres and trade counters. The scope includes, but is not limited to, emulsion paints, specialist coatings, primers, undercoats, woodcare products, masonry paints, decorating consumables, and associated accessories. Suppliers will be required to provide access to products through an established network of national locations, supported by services such as product advice, colour matching, tinting services, technical support, and account management where available. Suppliers should be able to support the requirements of a range of public sector customers including social housing providers, local authorities, education establishments, healthcare organisations, and other public bodies.

This Lot is for the provision and management of tenant paint pack and voucher schemes that enable tenants to access decorating products to maintain and improve their homes. The scope includes the supply of paint packs, voucher-based solutions, or a combination of both, supported by appropriate administration, fulfilment, customer service, and reporting arrangements. Suppliers should offer flexible solutions that enable Contracting Authorities to establish, manage, and monitor schemes effectively while providing a simple and accessible experience for tenants. Services may include voucher issuance and redemption, tenant ordering channels, product selection and fulfilment, scheme management tools, management information reporting, customer support, and associated account management services.

This Lot is for the delivery of internal and external decorating services across residential, commercial, community, educational, healthcare, and other public sector properties. The scope includes planned, cyclical, responsive, void property, and project-based decorating works, together with all associated labour, plant, equipment, materials, supervision, and quality assurance activities required to complete the works. Services may be delivered in occupied and sensitive environments and therefore require effective resident engagement, safeguarding arrangements, health and safety management, and measures to minimise disruption. Suppliers appointed to this Lot will be expected to deliver high-quality workmanship, maintain appropriate workforce competencies, and provide reliable and responsive services that support the asset management and maintenance objectives of contracting authorities.
