What the notice says

These contracts are for the supply of network services and goods over 4 years with the option to extend for a further 2+2+2-year period. The estimated total contract value is £20m (across all contracts). The contracts will be for up to four suppliers, but as a minimum two different suppliers for the services. Services are to be delivered in the UK (UKI). The aim is for a minimum of two contracts to be awarded by Q3 2027. The Bank's mission demands uninterrupted connectivity across its estate, even in the face of physical disruption, cyber threats, or supplier failure. The proposed dual-supplier/dual-contract model is designed to ensure that each location benefits from redundant, independent connectivity, such that failure in one provider's infrastructure does not compromise the Bank's operations. The services are split into Four Lots: Lot 1 & Lot 2: To provide Wide Area Network (WAN) connectivity between each of The Bank's Offices & Data Centres. The services will need to be awarded to one supplier per service, as the same supplier cannot provide WAN under LOT 1 and 2. Lot 3 & Lot 4: To provide High-capacity Dedicated Internet Access (DIA) to the Bank's Data Centres and Offices. The services will need to be awarded to one supplier per service, as the same supplier cannot provide DIA under LOT 3 and 4.

What this lot covers

Lot 1: Wide Area network (WAN) connectivity To provide Wide Area network (WAN) connectivity between each of The Bank's Offices & Data Centres • To be multiple high speed (1-10Gb/s), low latency (less than 5 ms), protected circuits. • Protection to be provided by diverse routes with no single points of failure, evidenced to The Bank that demonstrate circuit resilience during a fail-over scenario. • Seamless fail-over at all site locations for the achievement of uptime optimisation • Support The Bank's end-to-end encryption for all communications traversing WAN. • Ability to "burst" and "soft scale" bandwidth to the limit of the respective WAN circuits • No shared infrastructure or service provider between Lot 1 and 2 • Circuits must be owned, managed and maintained by the responder. Services must be provided and operated from the United Kingdom of Great Britain and Northern Ireland. No Bank data must leave the UK. £10m over the two services over the ten years. The Bank intends to (and reserves the right to) directly award additional or repeat services that are similar to the services supplied under the contract, which is the subject matter of this Tender Notice, in accordance with Schedule 5, paragraph 8 of PA 2023 Details of the evaluation and location for the services can be found in the portal tender pack. Lot 3: High-capacity Dedicated Internet Access (DIA) 1 To provide High-capacity Dedicated Internet Access (DIA) to The Bank's Data Centres and Offices. • 10Gb/s and above capacity • Protected circuits, supporting fixed IP addresses (64) into each of the Bank's Data Centres suitable for hosting web services. • Demonstrable protection from failure, i.e. delivery from separate PoP's • Ability to "burst" and "soft scale" bandwidth to the limit of the respective circuits. Billing and management solution to support • DDoS protection service, with a Bank viewable monitoring and reporting portal that shows attacks and their respective mitigations • Support for Bank owned IP range with migration support. • No shared infrastructure or service provider between Lot 3 and 4 • Circuits must be owned by the responder. • Must be a tier 1 ISP Services must be provided and operated from the United Kingdom of Great Britain and Northern Ireland. No Bank data must leave the UK. £10m over the two services over the ten years.
