Student Recruitment Marketing Agency Framework

University of Exeter · Education

In brief

University of Exeter has announced plans to buy marketing work. This is an early notice: there is nothing to bid on yet, but it tells you a tender may follow.

It is a framework worth up to £2,850,000 excluding VAT: the most the buyer expects to spend across all suppliers, not one contract.

The contract runs for 2 years, up to 4 years with extensions, starting 1 May 2026.

The buyer says it is suitable for small and medium-sized businesses.

Can I win this?

Competition

Usually high: a median of 14 bids per contract for this buyer (from 19 awards in the last 12 months).

Framework

Winning puts you on a list of suppliers the buyer can call on; it does not guarantee work. The £2,850,000 is the most the buyer expects to spend across all suppliers over the framework's life, not one contract.

What the notice says

The University is looking to establish a multi‑supplier Framework Agreement for marketing, media planning and buying, and campaign delivery services. The Framework will support brand and reputation activity, student recruitment (UG, PGT and where relevant B2B), international marketing, and the growth of online programmes. We are seeking a group of experienced suppliers who can provide strategic insight, high‑quality campaign delivery, and access to specialist expertise across key domestic and international markets. Framework partners must demonstrate proven higher education experience, the ability to work collaboratively across complex stakeholder groups, and a commitment to transparent pricing, innovation, regulatory compliance and value for money. The Framework will be used for a range of activity including integrated campaign planning, media buying, optimisation, analytics and reporting. Suppliers will be appointed to provide flexible capacity and diverse capability, with call‑offs awarded via direct award or mini‑competition depending on project requirements.
